Reminds me of the 1999 Fox TV series
"Action" starring Jay Mohr and
Illeana Douglas. After it's decided who
gets the foreign rights and percentages,
who gets the biggest trailer, and
whose name comes first in the titles THEN
they hire someone to go out and make the movie.
